System leaders create learning-oriented organizational improvement processes in a number of ways, including
- requiring improvement processes to be evidence-informed
- setting a manageable number of precise targets for school and district improvement
- developing and implementing board and school improvement plans interactively and collaboratively with school leaders
- acknowledging provincial goals and priories in school and district improvement plans
